

To solidly advance the high-quality development of the university's international education and ensure the smooth and standardized operation of the Sino-foreign cooperative education institution as scheduled, on the morning of March 27th, Cao Zhiling, University Council Secretary, conducted a special research visit to the Hunan Institute of Engineering – Otago Polytechnic Joint Institute (hereinafter referred to as the "Otago Institute") regarding its preparatory work, and held a discussion with members of the preparatory working group. The meeting was held in Classroom C305 and chaired by Luo Yiping, University Council member, Vice President, and Head of the Otago Institute Preparatory Working Group.
During the meeting, Luo Yiping highlighted the progress made on key tasks, including the approval of the Otago Institute's organizational structure and staffing quotas and tuition fee approvals, and provided a detailed explanation of the key task arrangements for the preparatory period. Cao Liying, Deputy Head of the Preparatory Working Group, delivered a comprehensive report on the overall work progress since the group's establishment, phased implementation plans, as well as the current challenges faced in the preparatory work and proposed solutions. Attendees subsequently reported on core tasks, including the development of the talent cultivation framework, faculty team building, and the formulation of enrollment plans.
After listening to the various reports, Cao Zhiling fully affirmed the solid preliminary work and phased achievements of the Otago Institute Preparatory Working Group. Aligning with the university's overall strategy for the high-quality development of international education, he issued specific directives for the next phase of the Otago Institute's preparatory work. He emphasized the need to adhere to the university's goals for developing international education, stick to a development path led by connotation and driven by collaborative innovation, build high standards to foster high-quality talent cultivation, and truly establish a successful Otago Institute. Regarding the next phase of the institute's preparatory work, he put forward four requirements: First, accelerate the implementation of organizational structure and staffing quotas to solidify the institutional foundation for the institute's operation; second, improve and refine the management system to provide solid institutional guarantees for standardized operation and efficient management; third, coordinate the construction of teaching and office spaces, ensuring the timely completion of supporting facilities to high quality and quantity standards, thereby establishing a robust hardware foundation for the institute's normal functioning; fourth, plan scientifically and deploy precisely, doing solid preparatory work for enrollment to ensure its orderly progress.
During the research visit, Cao Zhiling also conducted an on-site inspection of the administrative office area in Building E, planned for use by the Otago Institute, meticulously examining the overall layout of the educational spaces and inquiring in depth about the specific details and current status of the preparatory work.
